1. We conceive that the holders of Marine Lots are guaranteed a clean lease by the tenor and spirit of their leases and that the stipulation regarding the formation and repairing of Public Roads applies solely to the ground specified in the measurement given.

2nd That the execution of the proposed Plan would in some instances require of Lease holders to reclaim ground nearly equal to three times the size of their original lots involving great difficulties and entailing vast expenditure on private individuals which was never contemplated at the time of purchase, nor does any stipulation exist which demands from them such an outlay.

3rd That the advantages accruing from the occupation of certain Lots were clearly recognized and highly paid for at the time of purchase.

6th That the filling in which has already taken place has been done with the consent of Government, which though tacit in some instances has been verbally given in others and with regard to some lots the advance of the Sea Wall was requested by Surveyor General to form a straight line with that portion to be built by Government.

7th That the deterioration of the Property of Marine Lot holders for the benefit of others would be inconsistent with the footing on which Marine Lots were apportioned by Government.

Finally, we would beg leave to bring to the notice of your Excellency that the proposed measure is opposed to the wishes as well as the interests of the majority of the commercial portion of the community and feeling assured that these interests possess your fullest regard, we respectfully request that this project not receive your Excellency's sanction or support.
